While I can't speak to that particular rifle, I have two psa ar15s that I built from barreled uppers and lower parts kit, and they both have performed flawlessly and have an excellent fit and finish.
 
With the parts listed, you'd be saving about $130 versus building the same rifle yourself. If you like it, it's worth it, although I'd try to get it for a little less. Only potential issue is that you didn't buy from PSA, so if there's a problem, it may be difficult to deal with. That said, all of my PSA uppers have run great.

As far as that review, well.......I have a PSA "dissipator" (a real disspiator uses a rifle gas system, but a mock dissy with carbine or mid gas will be more reliable), and I noticed right away that they have pinned the A2 FSB onto a standard mid length barrel, meaning it is 0.025" undersize. But it is straight and secure on my rifle, and I quickly forgot about it.
 
It looks like a good deal to me for $600.

I just read that thread that you posted. It appears that PSA made it right with the guy.

FWIW, I've assembled three different PSA rifles. All have been excellent. :)
 
A friend of mine builds off of PSA and comes up with some real nice weapons when finished, He does not have a problem with them.
