Is this normal for a handgun shipping experience?

Interstate transfer of handgun from VA to NY.

NY FFL says that by LAW, handgun needs to be sent FROM an FFL in VA. Okay, fine.

VA FFL located, charges shipping cost PLUS $50 to send it.

NY FFL charges $25 to transfer to new owner.


Questions:
1. Legally, did we need an FFL in VA? Couldn't a private party ship TO an FFL in a different state?
2. Isn't $50 excessive to drop it in a box and ship it?

1) No you don't need to send it *from* an FFL, unles NY has some crazy law.
2) Seems like alot to me. My FFL did it for free.
But if you look @ the cost you probally didn't spend that much more b/c to mail a handgun you would have had to use overnight air USP/Fedex shipping which is usually over $50.

I take mine to the local package shipper store. You must have the ship-to FFL info as well as the packing slip with the name of the buyer showing. The paper will include their name , FFL name, Model & Serial # of the gun. It usually costs me $60-$70 to ship.

New York State is DIFFERENT, FOLKS!

YES, any Handgun shipped INTO the State of New York to an FFL operating in New York MUST come from an FFL in another State.

FFLs operating in New York State have to account for the Originating FFL for ALL handguns (and, I believe Long Guns, though I am not 100% on that) to the New York State authorities. If the gun is not shipped from an FFL, then there is no Originating FFL for them to record.

If you do ship a Handgun personally to a New York State FFL from another State, without using an FFL to send it, you have committed NO Federal Crime, but the New York FFL will normally have to turn the Handgun over to the New York State authorities as, essentially, Contraband.

I don't know what the procedures are, if any, to recover the Handgun after that.

Also, those fees were a little high, especially the VA FFL.
