Where my retirement property is located the county got a grant to build a rifle range. They built it adjacent to the county fairgrounds so there's a fair amount of traffic around it. I haven't been to it yet because I have a ready-made 225 yard range across the top of my dam but I figure the brass there gets cleaned up pretty fast and the steel cases and rimfire cases get left to accumulate. The county is bankrupt and the grant only covered building but not operating the range so unless some group has volunteered to maintain it, I doubt it gets cleaned up very much. Might be a volunteer opportunity.

Oh please. Some people have greater or lesser social needs than others. Nothing "sad" about it. And drop the pretense, you started this thread about "idiots".
That's true, but keep in mind what I actually posted: "That's really sad to hear. Among the greatest joys of life is to have kids and to be surrounded by good people who are in no way part of any "crap fest." As a member of humanity, my apologies to you for what you have experienced.
I know one thing that I would do if I were to design an unsupervised shooting area. Entry would be on foot with a 1/4 mile (maybe further) uphill grind to the shooting area. I would lament the restricted access to the elderly and disabled, but I suspect it would keep away 90% of those that vandalize shooting areas and turn them into "crap fests."
