Ithaca model 37 featherlight D.S. Police Special

Can someone help me with the manufacturer date on this Ithaca shotgun. The serial number on the side of the reciever is 371311030. There is an additional number under the reciever by the ejection port (25093) that appears to be inscribe by hand versus stamped. Any help on this would be appreciated.

The five digit number is not an Ithaca number. WAG would be that it was an LE rack number.
