I would go with the .380 for a lot of reasons not the least of which is stopping power. Also, the prices you mentioned can be bettered. CDNN is advertising the P32 for $199 and the P380 for $214 (P9 for $229 as well).
After FFL fee and shipping, you may end up better off vs. higher price + sales tax.

rimlock happens when the second rounds rim gets foward of the top round in the mag effectively blocking the top round from chambering.if you are careful loading mags it usually won't be a problem.I have never had rimlock in seecamp or walther but seecamp mag has spacer and can't load FMJ,I belive kel-tec has a spacer kit if you want to shoot HP more reliably
 
I've had a P-32. Fine little gun. When the P-3AT I upgraded to it to get as much "umpfff" as I could in the smallest gun possible. The .380 is less pleasant to shoot than the .32. Simply put because it is a more powerful round. Neither is like firing a super lightweight J frame with +P or .357 rounds. I can shoot both guns well. Can hit pop cans at 15 yards regularly with either one. Once you get used to the long trigger pull you will be able to hit fine with it. As mentioned the .380 does not lock back on the last round. I really don't find much issue with this. The KT's are last ditch weapons. Once you've emptied one into someone if they haven't gone down they are probably too close for a reload. Also I do not carry my P-3AT or did I carry my P-32 as my main guns. BUG's only. I carry it only as a main gun when I can't carry anything else. As far as the chrome fininsh goes I bought both of mine in the chrome finish. They spend their lives riding in some nasty places (in a holser of course) do to the nature of the gun. The chrome is much more corrosion resistant.
