I found this in an old thread. I was wondering if people could tell me some of the rumors they heard and if they were true about last minute registrations after Hughes passed, what the time frame was, and what they had to do to get it done in time. I've heard the machine gun registry nearly doubled overnight after passage.
Also, just before the law passed there were rumors of Class II manufacturers serial-numbering 1.5" pipe and registering them as civilian legal Sten Guns, as well-as Class III dealers registering military and police stock as civilian transferable
I'm quite interested in stories like these, like Military Armament Corp (MAC) registering all those sheets for MAC's and the mad rush to register them.

I sent an HK 94 to Flemming the week of the ban. The only warning I got was a heads up from someone at a local shop. The NRA was worthless. I was a member at the time, and they did nothing to notify us. Havent been a member since.

I was told by Flemming to get the gun to them ASAP, as they were taking guns in, and had to do one machining operation in the conversion process to it, to show the gun was in the process of being converted when the bill passed. Once under way, it was on the books.

They also apparently were doing a lot of trigger packs/sears at the time too. From what I remember, it was those trigger packs that were eventually Flemming's downfall.

A member here collected the money necessary to get the video of the actual vote, and put in the time and effort to both acquire it and then make it available.

They posted the video online and you can watch it in its entirety.

There is some shady things done. However what is done is entirely legal and in accordance with passing legislation.
FOPA was amended to ban machineguns. The Amendment passed, and the pro-gun people chose to pass FOPA anyways.

There was none of the illegalities some of the rumors contain. They voted and the vote passed.
It was sudden and did not give much time to adjust strategy it appears, but they got to decide in the moment whether to start over with FOPA or pass it with the Hughes Amendment.
They chose to pass it, and the Hughes Amendment passed as well.
I got the impression that many voting just vote along with allies, and only a few key pro-gun and anti-gun members of Congress really were familiar with the details of legislation as to understand and know all the details as they are unfolding because they have researched the known details beforehand.
Members get briefed on so many things that they tend to retain only minor details of projects not important to them and remember how they are supposed to vote.
They know for example to vote A when legislation X comes up.
So when legislation X is suddenly altered last minute they are less certain, may look over to allies more knowledgeable on the subject and seeing them agree to still pass it as amended just go along with them.
So when they looked to the members that had FOPA as their own project and saw them willing to go along, that pretty much means they vote to pass it too.

I'm not becoming a member of the NRA until they fulfill the promise they made over 20 years ago saying they would challenge the ban. They do nothing in the NH legislation and haven't touched the machine gun ban.
