Before going further, let me say I am not accepting defeat here, nor just looking for loopholes to make defeat seem "acceptable." But instead, I got to thinking of just how pointless a cosmetic ban would be, and how it it might just prompt a radical paradigm shift in firearm design. A shift which may just spawn black rifles even more terrifying than the ones HR 1022 is intended to ban.
With that in mind, I set out to design something truly scary looking to demonstrate just what a waste of paper HR 1022 is. Or, in other words, to illustrate how such a ban is the legislative equivalent of plugging a crumbling dam with one's fingers. And after a couple of hours, I've come up with this concept for an upper:

Working title is LUCKY-1022. Short for Law of Unintended Consequences KY (as in, the personal lubricant
), with 1022 in "honor" of the AWB2.
I'm still working out the maths for the action, but the basic theory is something of a reverse Gatling gun. Not sure if it should be pump, lever, or crank operated, but either way, it would be manually operated; with cycling being handled by a few gears and cams. IIRC, crank operated firearms aren't considered machine guns, so maybe some non-NFA rapid fire fun could be had...
The real fun part would be the bolt, which would take the rotating bolt of the AR platform to another (almost silly) level. Instead of rotating back and forth a small amount to lock and unlock, every cycle would rotate it a quarter turn to the next magazine to strip a round then lock. In place of the normal bolt catch on the mag wells (not pictured yet), would be a cam/disconnect device to allow the bolt to spin to the next mag.
The point of having four magazines, in case you haven't guessed, would be to provide standard capacity using ten round mags. Or 120 round capacity with standard NATO mags. Now the hard part will be figuring out how one would use the infernal thing.
Suggestions/criticism/pointing-and-laughing welcome. With any luck-- and if time allows --perhaps we can come up with a rifle design show Congress which is so hideous that they'll decide to give us tax breaks to buy standard black rifles just to dissuade us from upgrading.
