Taurus makes something in SS that looks like Beretta 92. Not sure about their pistols but their revolvers are the new S&Ws. The Taurus is now S&W and S&W has become the Taurus.
 
Used 3rd Gen S&W autos. Currently available from $300-$450, depending on your dealer and distributor that will have them available.

The OP is looking for a NIB gun So used 3rd gen smiths, maks and cz82s do not meet the requirements.

Given the number of Taurus revolvers I have seen fail in the past few years I can't agree with this. Taurus quality is still years behind S&W's.

The EAA Witness line has a proven track record in an all steel gun and is a great buy for the price.

Is stainless an absolute must have?
 
Well, one can buy a NIB CZ75 or Beretta 92FS for about $650-$700, or one could buy TWO used S&W's. Hmmmmm, tough call. OR, buy one S&W and spend $300 to spruce it up, custom grips, holsters, ammo, etc. Then it would LOOK new, and be all broken in! "Least expensive" and "new" don't go together well..........
 
Meeting your criteria of NIB and all-Stainless

1. least expensive - CZ 75B

2. best value - Kahr K9 or Sig 226ST, depending on if you're looking service or compact size

Have to agree, they really are a fantastic handgun. I would not spend the extra $100 on the nickle finish over the black though.

I am going to give CZ-USA a try.

From what I have read the CZ line up is very good.

I personally have a S&W 659 and two Browning Hi-Power.
 
The CZ would be a good choice. I'm not sure if "least expensive" should be that high a priority. For the price of two Outback Steakhouse dinners you can go up quite a bit in quality at certain price points. You may want to figure out the most you can afford, identify a few models at that price point and then try them out if you can. Consider putting off the purchase for a month or two if that will mean moving up to something that really meets your needs. A lot of times purchasing cheap leads to purchasing twice.
 
I have a Taurus 24/7 9mm stainless slide that has > 1000 rounds through it and has never given me a malfunction of any kind, unless you count a bad primer in 2 rounds. I also had one in 45 ACP that i got rid of because it would not go through a full mag w/o a jam. Got rid of the $5 and got me another 9mm 24/7 and never regretted it.
