Lees argument is that the residue on the cases acts as a bearing material whereas clean cases can gall against the harder metal, as you stated.

Not real sure I believe it, more specifically with carbide dies I don't believe it. I will never know because I treaty media with NuFinish and it leaves a slick surface that has never given me a problem.
 
What you're asking about, I've been doing for years. Lee Classic Turret Press, Lee Universal Decapping die, and a dedicated turret. I decap all my brass first, all calibers. You can remove the plug from the tube and put the tube in an empty plastic jug to catch the primers too. Then deprime like a madman.

I always took that to mean the inside of the case, where the expander works.
 
I sometimes decap brass before cleaning and I use a Classic Turret press with a universal decapping die. One hint, remove the auto-index rod so you don't have to worry about advancing the turret.

IMO there is no reason to buy another press for decapping alone. (unless you want a second press) Why add the expense since you already own a good press. BTW, you mentioned buying a die and shellholder above. Why buy another shellholder since you already have one?
My method exactly, same presses. Lee classic Turret, and Lee Classic Breech lock with de-capper die for de capping. I wanted the extra single stage press for other reasons, but it is easy to remove the rod and install the de capper in the LCT press.

I use a single stage press for decapping/sizing then use the Lee Turret press to charge, seat and crimp. I also have the single stage press available if I happen to need to pull a bullet seated too deeply. Just seems to be the best way for me, I prime off the press and do a final check of the brass before the powder and seating process.
 
You can operate a turret press single stage but simply not moving the rod all the way up. There is plenty of room to put 45 brass in the slot.
