I have been wanting to cut down a double barrel coach gun in to a lupara style. What do you all think is the best to use? And what lengths?

I also know I need at least 18 inch barrel and 26 inches overall

Lupara are actually longer than coach guns. Sicilian Luparas have 25-26" barrels, standard stocks and double triggers, oft external hammers.
 
stoegers are fairly priced and you can get one with a 20 inch so you won't have to chop it.
 
I have a Baikal Bounty Hunter double barrel coach gun style that pretty much matches what I have read about genuine Sicilian Luparas as kept by shepherds watching their flocks: full buttstock, about a meter long overall.
 
18 and 26" will keep the Feds happy, but you may have local ordinances. Please check first....
 
Yeah, Michigan considers a "pistol" to be a firearm less than 30" so a Federal Title I Gun Control Act (1968) rifle (M1A1 carbine) or shotgun (Mossberg Cruiser) less than 30" would be a pistol and fall under Michigan state handgun regulations.
 
There are currently no restrictions in Arizona or my city. So im good to go!
