I ask this because the subject is the legality of a possible personal safety device. I was wondering what the legality is of programs that allow you to change your caller ID to any number that you want and that come with voice changers? I found a website called www.spoofcard.com and it has a calling card that allows you change the number that comes up on a caller ID to any US number that you want and change your voice if you like. It also has the option of recording your call if you want (as long as you're in a state and calling to a state that only requires one party's consent instead of all).
The website says that the service is legal, as long as you're not using it for telecommunications, debt collections, or illegal or malicious purposes. It also says that you can't use it to call toll free numbers or 911 (self-explanatory). Businesses use the service (and I've heard that people hiding from stalkers use it). The service also monitors random calls just to make sure you're not doing anything bad. To get the card, you also have to check "I agree" on a contract that you'll be good.
Does anyone know the legality of temporarily changing your caller ID, voice change, and recording? The reason I ask is someone keeps on calling my cell phone and leaves their phone off the hook for a long time, all the time over and over again, from some state across the U.S., and I want to see what's going on or if I know them. One time I listened to my cell phone voice messages and I could hear domestic arguing in the background from this number because they left it off the hook for a long time.
