Legality of milling my own receiver???

I came across these partially complete receivers a while ago. i don't have the equipment to do it but it's an interesting idea for those.
I also have a video of a guy demonstrating a new tech idea with his stainless steel lower on his AR. He's currently tooling up to build the receivers.
 
I've always thought an AR with a Stainless Steel receiver would be cool....or Bronze.
They have stainless receivers you can buy.
Personally I want a matched titanium upper and lower receiver.
I haven't seen a titanium receiver for years. I don't think there is a huge market for a receivers that cost anywhere from 2 to 5 times an aluminum receiver and function the exact same.
 
I've got a stainless M16, and for a transferrable that's literally irreplaceable the extra toughness of steel is worth it IMO. But is it worth it to add almost a pound over an aluminum receiver for an easily replaceable semi-auto receiver? Not so much.
 
I was planning on drawing it up in solid works.

Aren't all comercially sold AR recievers made out of aluminum?? I said 7075 T6 Aluminum because some AR recievers for sale on line are made out of that, but I have some 7070 Aluminum in T6 condition sitting around so I may use that, I just have to find the free time to do it, which I probably won't have for a while.
