At a match last week, a shooter tells me he reloads handgun ammo using small rifle primers and has less felt recoil than when he uses small pistol primers.

Can anyone else verify this?

New one for me too. The only thing I can think of, is that the SRP burn all of whatever powder he is using quicker than the SSP do. This might give the same effect as using a faster burning powder which often gives less felt recoil. That's just a guess though, would love to hear from someone who really knows.

If there truly is less recoil there is less velocity. Hotter primers don't necessarily give a higher velocity even though they may increase pressure.

Other than an actual velocity reduction, it could be just the shooters imagination. The mind can play all kinds of tricks and people will perceive different things on different days.

Why not try it out for yourself, all you have to loose is a couple bucks on a box of SRP's. Make sure you test them side by side and randomly mixed to see if its actual or mental perception if you notice any difference.
