Some of my lighter guns feel heavier to my wife. Picking based on specs doesn't really work here. Take 'em to the store and see what fits.
 
If holding a 10/22 is uncomfortable, then the recoil of a centerfire rifle in a firearm that weighs less than a 10/22 will be much worse.
 
A Ruger Mini 14 in a lighter polymer stock, with a recoil pad if desired.
Ruger has been selling the factory larger-capacity mags to civilians, since the election.
This .223 ammo is now very easy to find (again).

M-1 Carbine ammo is not nearly as easy to find, according to "Gun-deals.com", so how about in the future if "somebody" manages to get re-elected?

i would recommend the tikka t3 lite.

i bought one for my wife in 270 and while she liked it she was stuck on wanting a wood and stainless steel gun (neighbor had an a-bolt in 25/06 she really wanted, and now has).

my wife is lucky to be 125 soaking wet and the tikka in .270 was easy to shoot. if your shooter is even lighter i would recommend a .243 in the tikka t3 lite. great caliber and great rifle for a befinner. also might want to look into a shorter length of pull if the shooter is small in stature, since most rifles are setup for an adult male around 6' .... you can also get some rifles (remington, rossi, weatherby) in a youth combo that has a youth stock and an adult stock, or buds has straight youth models of a lot of their guns.

For self-defense, something like a Rem 597 in .22 magnum would be good.

For hunting, something like a Rossi S.S. in .243.

M1 .30 carbine not a half bad little plan either for self-defense.
 
If a six-pound rifle seems to be too heavy, I think that she needs to work on building up her strength. She can do that without developing bulgy muscles, for sure. Lotsa repetitions with light weights in the various exercises will make a big difference in a very few weeks.

While it's a big pricey, the Remington 700 Ti is only 5.25 pounds in the short action. I have a 7mm08; they're also available in .243. Mine is 6.5 pounds ready to hunt with a 3x9 scope on top.

You might consider a lever action. My main carry every where gun around the house is a .357 Winchester. With that I team it with a Ruger Security Six in .357. The pistol is too much for the wife but the Winchester suits her just fine. In a carbine style lever action the recoil is very small and the .357 is a proven fight stopper. I don't think many give much credit to the lever action as a home defense weapon which is a shame. My Winchester is pretty smooth on the action and I have never really had a problem with speed. Even now as I type this the carbine sits by my side. As for hunting, if you use the 158 grain jsp you can take deer with it out to 150 yards without much problem. This combo is also what I carry when I am out running the fences. While I have not tried to hunt deer with it I have on occasion spoiled the day for a number of yotes. The furtherest shot on a yote has been about 140 yards. Had no problems dropping the sucker. For home defense there is no problem. Also added to that if you did have to defend your home you don't have to worry about the terrible media talking about you using those horrible assault weapons on those poor crimminals. A lever action as far as guns go I think is about a politically correct as a gun can be. Anyway just my 2 censt
 
Get a light AR-15, it might be a pound or two heavier, but the weight distribution will be different. Also, put a 2 point sling on it and teach her to put her left elbow into the sling for support (assuming she's right handed).
 
I just bought my wife the Colt M4 .22LR, which looks/feels exaclty like my Colt AR. My plan (starting tomorrow morning at the range) is to teach her how to fire and take care of it. Then work her up to an AR. It's great training, and you can fire all day long for 20 bucks. She also has a Ruger .357 mag that I've been teaching her to shoot (using .38's). Great home defence training. Will repeat the same steps for my son. And oddly, a few neighborhood women want to shoot now too, so it's going to be fun. M$ .22 is pretty light and balanced.
 
I would wager your girlfriend is plenty strong enough to handle a 6lb rifle, she just hasn't mastered said "handling" skills. Practice will solve her problem if she's serious about learning to shoot well.

+1 for the Mini 14, my tactical (non folding stock model) weighs in at 6.5 pounds. This is the handiest true rifle carbine I've ever handled, and yes, I did at one time own an AR (DPMS AP4). Reliable, durable (no alluminum), AND ACCURATE.
 
FN PS90 might be an option, if you can afford one.

It weighs about 6.4 pounds, but most of the weight is close to your body, not hanging out at the end of your arm, making it feel much lighter.
