load data compare 230 vs 200gr

In looking at the Hogdon load data I notice that the min/max range for Win 231 230gr is 4.2 to 5.3 while for 200gr its 5.2 to 5.9. This strikes me as odd, I usually only load 230gr but am getting some 200gr this week. I would have expected the min/max to be lower for 200gr than for 230gr but maybe I am mistaken.

The bullets used in the comparison are not exactly the same, 230 GR. HDY FMJ FP vs 200 GR. SPR JHP but I wouldn't think they are different enough to account for the variation in min/max. In their comparison of 230 GR. LRN vs200 GR. CAST LSWC the range is 4.3 -- 5.3 vs. 4.4 -- 5.6

Is it normal for the min/max to be greater for lighter bullets?
 
Less bullet weight usually end up with a higher powder charge. Pressures are different, different case capacity, atleast thats what I think. I'm not a chemical engineer I just do as they tell me:)
