Is it possible to maximize the velocity gain you can get in a pistol caliber (.44) carbine by using a fast burning rifle powder, such as H4227, instead of a slow pistol powder? Thanks!
 
Not really.
What ever gives the most velocity with a 4" barrel will probably make the most velocity with a 16" barrel.

The best I have found with a 44 carbine is to roll crimp into the cannelure with 240 gr JHP and 24 gr H110, the same loads as for a revolver.
The rifle needs that crimp to get good groups.
 
I just checked the powder burn rate and H-4227 is still a slow burning pistol powder.
I wouldn't try a fast burning rifle powder in a straight walled pistol case even the 500 S&W
Uses pistol powders.
