Looking for citations on Utah Law/Court Decision permitting carry on campus

I'm looking for the Utah laws and related court decisions that forced universities in Utah to allow carry on campus.

I'm planning on writing to my state legislators to try and pass something similar for my state (IN), but wanted a model to work from.

If anyone could help me out with finding the exact laws and cases (.gov sites would be preferred as authoritative), I'd appreciate it.
