Good luck. Most of the best deals are in polymers. There's also little room in all steel for 40 S&W. expect to pay more with all steel because steel is more expensive material than polymers. You don't want to go to aluminum frames and/or feedramps if you plan to use jacketed hallow points.
There are a lot of third generation Smith and wessons on the market at a bargain price. These are great guns and not nearly as pricey as some of the other suggestions you are gonna get. A lot of PDs were using these so there are a lot of good trade in guns to be had. They can be had in any of the normal calibers like 9mm, 40S&W and 45 ACP. I had a 4516-1 and loved it. Unfortunately somewhwere along the way I decided I needed something else more.:banghead:
+1 for Sig 229. However, if you have smallish hands it could be a bit thick for you. I know you're trying to get out of the Polymer market but that M&P feels nothing like Glocks or XD's. It's much more shapely and comfortable in the hand. S&W/Walther Model 99's are also very nice feeling and have a pretty small grip that might work for your diminutive paws
Try a Stoeger/Beretta Cougar 40. Not as large as the 92F or other full size guns, all metal and a dream to shoot. You can find them for under $400. Beretta reliable!
