low bullet weight loading

Ok heres the deal, how do you use conventional loading data for a caliber to determine correct loading for bullets that weigh less then listed?

For example im trying to figure out low weigh bullet loads for 7.62x54R. im thinking a lightweight pistol bullet such as the 60 grain xtp for 32mag, or the 96 grain jacketed rnfp for 32 mag. Im also looking at possible use of lead roundball as well.
The lightest load in this caliber that i can find is a load for a 125 grain Gas Checked lead bullet.



also what is the right way to change cartridge cases in reloading manuals? so far most of the loads for 54R are all specified for NORMA brass. Some use WIN brass wich is just a specially headstamp on regular prvi partisan brass.
 
What rifle will these bullets be fired from ? Do you know the bore diameter and twist rate ?
Are you set on a powder ?
also what is the right way to change cartridge cases in reloading manuals?
By using the start charge or if only the max is given reduce the load by 10% and work up.
For 30-06 I've seen loads from 100gr to 220gr bullets, jacketed being .308 dia and lead .309"
 
My thoughts are; forget about a roundball load in a bottleneck case, light weight cast 32 cal pistol bullets would be a better option. I'm looking at working a load for 308win with them for plinking loads. I'll be looking to start these loads with around 6-8gr of ADI-AS30 (similar to Red Dot, I'm not sure if RD behaves differently to AS30 at reduced pressures though) This would be a very low pressure load for a rifle action in a case the size of 308win (which maybe around the same volume as 7.62x54r i'm not sure on that) Then working up to about 8-10gr maybe more. Watching for primer to show signs that the pressure is still in the low range of things. I currently use 6gr of AS30 in 222rem to push a 40gr HP at around 22mag velocities, and 4gr to push a 30gr 22 lead bullet at 22lr velocities. These loads shoot well as an alterative to full 222rem loads, at ranges of upto 50 yards.
 
i havent had the chance to slub my barrel out. just to nervous to use the cheap taiwanese sinkers sold at local stores. and nobody sells lead buckshot around here anymore without it being already made into a shotshell.

its a 1930 made izhvesk arsenl 91/30. twist is the standard 1 in 9.445 inches, or 1 in 9.5 inches as its commonly left at.

for cast lead bullets im thinking on trailboss as its supposed to be good at cast lead bullets in military rifles.
i dond have reloading gear or powder yet. just getting good ideas figured out right now.
