If its a 1945 the barrel may be a newly made barrel or cutdown, recycled barrel from a battlefeild pick up 91/30 of sorts. The factory had to get them into an acceptable accuracy, they Soviets did care a bit about the final product, and it may be that at the origional factory they simply recrowned the end untill they got acceptable groups they wanted, and sent it out to be issued.
The Germans were doing this at the end of the war as well, trying to make use of every barrel they could lay their hands on.
