That is a proof mark from the proof house. Unless it a kit gun, I believe all completely assembled (from the factory) Italian revolvers had two proof marks (on the frame, barrel, and cylinder) and a manufacturer date code on the frame.

I am referring to the one in pic #3.

After buying Replica Arms, Navy Arms added the Circled RA logo to show the connection to that former company but usually still had a barrel address for Navy Arms. I do not think the logo was ever used by Replica Arms themselves as their imports are all marked "Replica Arms, Marietta, Ohio" somewhere on the gun.
 
Replica Arms and Navy Arms were both importers. It stands to reason if Navy Arms bought out Replica Arms that Navy Arms would put that stamp on all the existing Replica Arms stock, which would have included a variety of manufacturers. I have always wondered why that stamp occurs on a variety of different manufacturer's guns and a buyout would explain it.
