Never had any issues with the Maxxtech, Ammoload, FM, or the half dozen other brands that use this stepped case design. And my loads are often at the top end of the max powder charge, and in some cases over max (though I load long).

I had an issue where one case (9mm) separated at the step. Unknown case history, medium power load. (don't recall the headstamp)
I knew I had stepped brass but wasn't concerned about it since I was loading medium power practice ammo.
Lucky it was just practice, not in the middle of a match.
Nothing felt funny when shooting the round, normal recoil etc.
I have lots of 9mm brass so the stepped cases go into the recycle jar now, just not worth messing with IMO.
