The best military bolt action is the Finnish M-39 Mosin Nagant. Extremely accurate, very tough, reliable and fast. Moreover, they and the earlier Finnish Mosins proved themselves during the Winter War and Continuation War.
 
Again, I was limited to 12 options and I used de Haas' book, "Bolt Action Rifles" as a guide. While any entrys are welcome, variations on a theme are merely that. You can qualify your answer, but I'd take your vote as a vote toward the MN as I assume votes for the model 93 Mauser and M96 Swede should apply to the Mauser 98 even though they technically don't fit.

One might go the length of stating they prefer a certain manufacturer, country of manufacture, serial number range, sight variation, etc. Of the MN rifles, I prefer American Made ones as these seem to be better made on the whole.
 
I forget where I read it, but somebody claimed once that the Germans made a hunting rifle (the Mauser), the Americans made a target rifle (the '03), and the Brits made a battle rifle (the SMLE).

I'll have to consider one of those Brit bolt rifles for fun.:D Their single shots are too expensive to collect.

I will add, though, my 03A3 still shoots very well, despite the slight bulge in the barrel:evil:
