mini 14 barrel replacement

I've got a friend with a 15 year old Ruger mini 14 in 5.56. After a few shots he can't even stay on target. I've heard that when those older barrels heat up, they throw bullets all over the place. I've also heard the heavy contour replacement barrels will overcome this. I've seen the barrels go for about $160 at Brownells and a new gas block go for $110. Anyone here have a ballpark estimate on what a gunsmith would charge to pull the old barrel and install the new one? Thanks!
 
There are two or three companeys that make barrel stiffeners for the mini14 I would look into one of these first for the money. I have seen barrels on Ebay now and then.
 
Shortening the barrel to 16 1/2" helps keeps it stiffer too. I would get the barrel stiffener first.
