I found a Ruger Mini-14 .223 today for $359 used.

Had a flash supressor on the barrel.

Does this make it a preban?

If you cant tell, I dont know much about the Mini-14 so info on the price and models are what Im looking for.

Presuming the flash suppressor was the *only* "evil feature" -- ie, it wasn't in a pistol-gripped or folding stock, and there was no bayonet lug.. it could still be a perfectly legal postban.

$359 doesn't sound a bad price for one.
Is it blued or stainless? Is the stock wood or synthetic? Fixed rear aperature sight or "ranch?" (the ranch model has integral scope mounts and a dinky little fold-down rear aperature).

All things being equal, a wood/blued standard model will be cheaper than a stainless/synthetic ranch model. At least in the places I've been, $350 is a fair but not screaming deal on a wood/blued standard Mini, and darn good for a stainless/synthetic ranch. YMMV

Guess I should of elaborated. Wood, blue no pistol grip or synthetic stock. Just a plain jane Mini-14 with a wood stock.

If I buy it I would want to put a synthetic, pistol grip folding stock on it.;)

Putting a folding stock on it would make it illegal no matter when it was made unless you make the case that in September of 1994 it existed with a folding stock and flash hider.

So I'd have to wait till Sept 04 before I could put a folding stock on it then.

That is if everything goes as it should up on the hill.

Yes, to stay within the law you would. Note that with a flash-hider, you still cannot put a 'pinned' folding stock or even a pistol grip stock on. Were it me, I'd wait for the ban to lift and hope that Choate starts selling their folders again. Like those much better than Butler Creek. I'd really like to see a folder like the FN FAL sidefolding stock. That was one solid design. Alas, we'll have to wait and see.

If you go to the Ruger website linked below it will tell you by the serial # what year it was made.
Kingson:

Unless it was made as a folder, it's STILL illegal to put a folding stock on it even if it was made in 1980. The law says putting a folding stock on a gun that didn't exist that way on the day of the ban constitutes making of an assault weapon. Wait till September.
