As most of you know, MS House Bill 506 went into effect July 1st. I have been circling the DPS website like a vulture but find no mention of the new endorsement. Has anyone heard anything?

I live on the TN side of the state line in the Memphis area, but go into north Mississippi quite a bit to Olive Branch and Southaven. I hope that our TN handgun carry permit is recognized as one of these endorsed carry permits in Mississippi because we have to take a class and qualify on a range to get a handgun carry permit. Keep us posted because I would sure like to find out what I need to do to carry wherever I want when on the Mississippi side of the state line.

OK...got a friend, who is a State Trooper, to call a DPS employee today, who is involved with the issuing of CCW permits. Exact words: "What bill? Haven't heard anything about it." Evidently we're going to wait a while.

Sorry it's been so long since I've commented on my own thread....busy times switching to a new school. The specific part of the bill that concerns most of us is the following:

A person licensed under Section 45-9-101 to carry a concealed pistol, who has voluntarily completed an instructional course in the safe handling and use of firearms offered by an instructor certified by a nationally recognized organization that customarily offers firearms training, or by any other organization approved by the Department of Public Safety, shall also be authorized to carry weapons in courthouses except in courtrooms during a judicial proceeding, and any location listed in subsection (13) of Section 45-9-101, except any place of nuisance as defined in Section 95-3-1, any police, sheriff or highway patrol station or any detention facility, prison or jail. The department shall promulgate rules and regulations allowing concealed pistol permit holders to obtain an endorsement on their permit indicating that they have completed the aforementioned course and have the authority to carry in these locations.

As a college student, I'm hoping that this means that campus carry is now legal. I'm actually not surprised that they are ignorant of the law..........

That's interesting, thanks for keeping us updated.

They'll probably work at a snail's pace getting this into effect though.

I just heard thru a friend in Jackson area. seems even the instructor is woking on paperwork and figure out what it is. As far as knowing anything about it ....seems have been a well kept secret. I would love to take the course but seems not many instructors and i'm not sure they have figured out ruling on what goes in course. Looks like great idea but have seemed to drop the ball on it.

What will be done for people with out of state permits with training? In Tennessee we have to do 8 hours of training with live fire for our permits. Will we be able to carry in more places now in Mississippi? If not, will we be able to take this course in MS? Some along the state line might be interested if they do business a lot in Mississippi.

The "Wisconsin, Mississippi, North Carolina updates" thread here is, from what I understand, a good synopsis of the situation as it stands now. Contact has been made with some politicians who are promising to look into the situation and resolve it as quickly as possible, but there is a real possibility it will take some lawyer work to get this straightened out. So, straight answer...nobody really knows yet.

The Mississippi DPS is not following the law, which is nothing new for them - they have violated the permit statute for 20 years. They are now refusing to issue any endorsements unless someone has THEIR training course AFTER the date the law was passed, and must re-take it every renewal, etc. etc. They don't recognize any NRA training. Basically the DPS is criminal. The statute says you are legal in the new places if you have the CCW permit AND some training by a "nationally recognized" group (meaning NRA). The statute does not say that you must have an "endorsed" permit to be legal in the new places.

Let me repeat for the record: THE MISSISSIPPI DEPARTMENT OF PUBLIC SAFETY IS VIOLATING STATE LAW.

Beware that another section of state law may trump the enhanced permit anyway on school property, especially for students of any age: http://www.mscode.com/free/statutes/97/037/0017.htm

I am not surprised by the MDPS's response either. They tell tend to make up their own arbitrary rules and pass them off as official law from what I have heard and experienced.

(6) It shall not be a violation of this section for any person to possess or carry, whether openly or concealed, any gun, rifle, pistol or other firearm of any kind on educational property if:

(a) The person is not a student attending school on any educational property;

(b) The firearm is within a motor vehicle; and

(c) The person does not brandish, exhibit or display the firearm in any careless, angry or threatening manner.

So if you are not going to school there it is ok? That sounds odd.

So it is ok to have it in your car? MS law is so convoluted sometimes.
