Disregard my post. It only applied to active duty military members.

You can get a Maine permit at the age of 18. Or a Florida or Utah permit at 21. Any permit will be good in Missouri for you to carry.

I know out of state ccw holders can carry here but I thought you had to follow all Missouri laws? And Missouri law is that you have to be 23 to concealed carry. I dont really know but thats how it seems to me.

Missouri law is that you have to have a permit to carry, either Missouri issued, or issued by any other state.

http://www.moga.mo.gov/statutes/C500-599/5710000107.HTM
571.107. 1. A concealed carry endorsement issued pursuant to sections 571.101 to 571.121 or a concealed carry endorsement or permit issued by another state or political subdivision of another state shall authorize the person in whose name the permit or endorsement is issued to carry concealed firearms on or about his or her person or vehicle throughout the state.

Notice there is nothing in that statute about age or residency status.

I thought 21 was the absolute oldest that you had to be to conceal carry anywhere in the US that would let you conceal carry.

Good luck getting it moved down, maybe they will drop it even further to 18, like it is here in Al.

Hmm. That's an interesting idea. I'll definitely ask a lawyer first if I choose to go that route. It seems a little bit sketchy. I mean, why would Missouri bother with a minimum age of 23 if it was that easily defeated?

They had to compromise to get enough votes to pass the law.

How about from the state Highway Patrol?

http://www.mshp.dps.mo.gov/MSHPWeb/Publications/Brochures/documents/SHP-863.pdf
Page 5:
Out-of-state residents cannot obtain a Missouri concealed carry endorsement.
However, nothing prohibits Missouri residents from obtaining
a concealed carry permit from another state, and those permits
would be valid in Missouri.

Here is some more info for you. The real scoop starts at post #24. Just ignore the FUDD and confusion before that post:

From the LT

Yes, EXACTLY.... after several "failures" years ago to get the original CCW laws passed, they discussed it with the nay-saying lawmakers here and "they" agreed to the age of 23 for CCW because by that time, THEIR kids should be finished with college. An odd compromise, but still a compromise that worked to get the original law passed.

MO makes VERY positive and PROGRESSIVE changes to it's CCW and Castle Doctine laws every year, and state lawmakers expect a change to the "age 23 CCW" here within a few years...

But THAT'S just for conceal carry.

As a MO resident, you don't have to be 23 to buy, own, OPEN-CARRY or have handguns - You only have to be 21 to buy handguns and our handgun laws here are EXTREMELY "loose" and VERY pro "right to bear arms"

A 21 year old can buy as many as they want (WITHOUT a CCW) - provided they meet the (normal) legal requirements; Heck - they can carry 10 LOADED handguns (as a ridiculous example) in their car if they want, i.e. in the glove box, under the seats behind the seats, the trunk AND HAVE A LOADED MATCHED PAIR STRAPPED OPENLY ON EACH HIP - etc, as LONG AS IT'S NOT concealed ON THEIR PERSON.

I won't comment about other states - but OURS certainly works HERE

:neener:

The age limit for the purchase of handguns is 18, not 21.

Sorry LT -
In MO, it's 18 for long-guns/rifles/shotguns, etc, but 21 to both purchase and/or be in posession of a handgun.

Someone UNDER the age of 21 can SHOOT handguns WHILE ACCOMPANIED BY AN ADULT - but they cannot buy, own, or be in posession of one.

I live here and consequently won't offer you citations, but just call ANY gunshop in MO and you'll get the same information that I've posted.

Although I understand and appreciate you trying to stay on top of the individual gun-laws in all 50 states from out there in WA, it's a complex, dynmaic, and difficult task - mistakes are bound to happen.

Since you won't provide the citations, I will:

http://www.moga.mo.gov/statutes/C500-599/5710000060.HTM

Unlawful transfer of weapons, penalty.
571.060. 1. A person commits the crime of unlawful transfer of weapons if he:

(1) Knowingly sells, leases, loans, gives away or delivers a firearm or ammunition for a firearm to any person who, under the provisions of section 571.070, is not lawfully entitled to possess such;

(2) Knowingly sells, leases, loans, gives away or delivers a blackjack to a person less than eighteen years old without the consent of the child's custodial parent or guardian, or recklessly, as defined in section 562.016, sells, leases, loans, gives away or delivers any firearm to a person less than eighteen years old without the consent of the child's custodial parent or guardian; provided, that this does not prohibit the delivery of such weapons to any peace officer or member of the armed forces or national guard while performing his official duty;

http://www.moga.mo.gov/statutes/C500-599/5710000080.HTM

Transfer of concealable firearms.
571.080. A person commits the crime of transfer of a concealable firearm if such person violates 18 U.S.C. Section 922(b) or 18 U.S.C. Section 922(x).

18 USC 922(b) ONLY applies to transfers of firearms from FFLs and does NOT apply to private sales between residents of Missouri:

http://www.law.cornell.edu/uscode/html/uscode18/usc_sec_18_00000922----000-.html

(b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver—

18 USC 922 (x) sets the minimum age for private transfers at 18 for handguns and handgun ammunition:

(x)
(1) It shall be unlawful for a person to sell, deliver, or otherwise transfer to a person who the transferor knows or has reasonable cause to believe is a juvenile—
(A) a handgun; or
(B) ammunition that is suitable for use only in a handgun.

(2) It shall be unlawful for any person who is a juvenile to knowingly possess—
(A) a handgun; or
(B) ammunition that is suitable for use only in a handgun.

(5) For purposes of this subsection, the term “juvenile” means a person who is less than 18 years of age.

Gun shops are now sources of legal advice? Obviously not.

Yes, mistakes are bound to happen, especially if you are calling gun shops for legal advice.

Now, would you care to post an actual citation to law that backs your initial claim? Or would you rather just continue believing the FUDD you are receiving from your esteemed gun shops?

Toforo,

Perhaps your misinformation comes from Missouri 571-030:

http://www.moga.mo.gov/statutes/C500-599/5710000030.HTM

Unlawful use of weapons--exceptions--penalties.
571.030. 1. A person commits the crime of unlawful use of weapons if he or she knowingly:

(1) Carries concealed upon or about his or her person a knife, a firearm, a blackjack or any other weapon readily capable of lethal use;

3. Subdivisions (1), (5), (8), and (10) of subsection 1 of this section do not apply when the actor is transporting such weapons in a nonfunctioning state or in an unloaded state when ammunition is not readily accessible or when such weapons are not readily accessible. Subdivision (1) of subsection 1 of this section does not apply to any person twenty-one years of age or older transporting a concealable firearm in the passenger compartment of a motor vehicle, so long as such concealable firearm is otherwise lawfully possessed

However, we are discussing carrying the firearm when the 18 year old posses a valid permit to carry. Your gun shop buddies are failing to read the very next exception in the same law:

4. Subdivisions (1), (8), and (10) of subsection 1 of this section shall not apply to any person who has a valid concealed carry endorsement issued pursuant to sections 571.101 to 571.121 or a valid permit or endorsement to carry concealed firearms issued by another state or political subdivision of another state.

Yeah I think you have to be 21 to buy a pistol from an FFL because that falls under federal law.

But otherwise, 18 to buy FTF or to possess, and to open carry

21 to carry concealed in vehicle

23 get a ccw endorsement

So what you are saying is that an out of state issued permit is valid in MO as long as you meet the requirements for that permit. You don't have to meet MO requirements?

Absolutely correct.

Actually, what I'm saying is that YOU are not a source of legal advice for MO law

If some people here were to follow your posted "advice" they could find themselves in position contrary to MO law.

Nothing more - nothing less....... no matter how hard you try.

Enjoy!

In Missouri you are also allowed to open carry at 21. Well as long as the local city and town laws allow you to.

Which law? Show us. Heck, I even provided you with the link to Missouri law to look it up!

So far you have gun stores as your source of info. I have Missouri statutes posted on a Missouri government website.

Show us these prohibitive laws that you speak of, please.

I am also from Missouri and know that it is totally legal to buy or own a handgun when you are 18 if you buy that handgun face-to-face or have it given to you as a gift. FFLs can not sell a handgun to anyone under 21 under FEDERAL law. You may also carry said handgun on a Maine permit when 18 or over. This question seems to come up on various boards (including this one on at least one prior occassion) and the answer is always the same.

Toforo, if you would like more information on this topic please ask at www.missouricarry.com/forums/index.php under the 'concealed carry' forum. Many of the folks on that board were instrumental in the passage of our recent gun laws, including probably the most influential person in the process who just happens to come from the Columbia area. Read, ask, and learn.
