4. Any federal law, rule, regulation, or order created or effective on or after January 1, 2013 shall be unenforceable in the state of Missouri if the law, rule, regulation, or order attempts to:

(1) Ban or restrict ownership of a semi-automatic firearm or any magazine of a firearm; or

(2) Require any firearm, magazine, or other firearm accessory to be registered in any manner.

I read section 4 to mean that it doesn't affect current laws, just laws enacted this year and beyond. I guess it depends on how you interpret the word effective, and I stand by the intent being my original understanding as not affecting laws before january 1st of this year. Otherwise why specify?

Not sure what sending to US senators would accomplish, this would be a missouri state law. The point is to exclude the federal government.
