A friend of mine in Missouri did a little demographics research regarding the jurisdictions in the state that are not issuing concealed carry permits. This was the text of the letter he submitted to the Post Dispatch in St. Louis:
"Unbelievable. St. Louis county has apparently convinced a Cole county judge that it will take at least $171 to process a concealed weapons application. I certainly wonder how it is possible that 112 of 114 Missouri counties are able to do it for $100, and in most cases even less. I also wonder about the intent of St. Louis county's fight against concealed carry. Currently, there are three jurisdictions in the state that are not processing concealed carry applications; St. Louis county, St. Louis city and Jackson county. A quick calculation of the 2000 U.S. Census Bureau data shows that while 29 percent of the state's whites live in these three jurisdictions, 84 percent of the state's African-American population resides there. How ironic that over eighty percent of African-Americans in Missouri aren't even able to apply for a concealed carry permit. It would appear that Jim Crow is alive and well in Missouri."
