I have my dads' Model 10 S&W 38 CTG blue steel revolver with Serial #C471xxx. I am interested in when it was manufactured and the value of it.

Other than the wear caused from the holster the overall condition is very good.
 
I have several of my father's guns. The value cannot be stated in dollars. In your case, the Model 10 is a very common handgun that has been in production for many years. Even in excellent conditon with the original box and papers, one would probably sell for around $500. Post some pictures for better information.

Check again what it says on the barrel. It should say 38 S&W SPECIAL CTG on the barrel. If it doesn't say 'SPECIAL' you have a revolver chambered for the 38 S&W cartridge, which is a different cartridge. (CTG is an abbreviation for cartridge, it is not the name of the gun). 38 S&W SPECIAL is the common 38 Special cartridge.

I concur your Dad's Model 10 was made in 1960. Open the cylinder and check what is stamped on the frame. By 1960 the Model 10-1 was being made. It will say MOD 10-1 if that is the case.

Impossible to fix a value without examining the gun for wear. Ustabe these sold for around $250 used. These days it seems they asking price seems to be around $450.
 
I agree with the 1960 date. And it should definitely be 38 S&W Special. I think it was J&G Sales a couple of months ago who had model 10-5 LEO turn-ins for $265/$299. But if it was your dads, there is no price worth selling it.
