Need some advise. I have a M38 that will rim lock on the top (5th) round. I took it apart (two piece interuptor), inspected the interuptor and replaced the interuptor spring. Did help very little but will get some rim lock.

watch how you load, if you are loading by hand, every rim has to go infront of the lower one, if you mess it up putting them in, you can get rim lock.

I loaded both by clip and hand. Get a little more rim lock from the clip.

Assemble the action outside of the stock & try it out.
If it fixes it your interuptor is rubbing on the stock.

As Shadow 7D said, you must be careful loading the last (5th, top) round. You must make certain that its rim goes in in front of the 4th round. When using a stripper clip, you must load the stripper so that all the rounds go in with the upper rounds rim ahead of the lower rounds rim. The interuptor frequently cannot help when the top (5th) round's rim is behing the 4th rounds rim.

you got to make sure that they are loaded right on the clip to begin with, and make sure that once they are of the clip you push hard down on the top round

i have an m38, and had some difficulty at first, but i found out that it was do to that cheap surplus ammo, once i started using brass cases i had no more problems, but before i found out that the gun would cycle better, if i firmly pushed down on the top round after it was loaded, the top round should actually be all the way in the magazine after it is loaded and before you close the bolt

if that doesnt help lube the bolt and guides for the the bolt with some gun grease, it also helps smoth out that rough action
