Must only an FFL sell new barrels in NY?

The new CZ 455 rifles allow the users to change barrels without gunsmithing tools. Two allen head bolts hold the barrel against the action. Barrels come in 22LR, .22 WMR, and .17)

CZ USA does not currently have barrels available but that will change soon.

Anyway, how does this work for NY residents? Can I buy barrels directly from the manufacturor, or must this be done through a local FFL with NICs checks, etc?
 
A barrel alone does not meet the definition of a firearm. As far as the feds are concerned, it's a hunk of pipe. Don't know about NY.
 
No FFL needed for barrels in NY State. I have bought barrels online and had them shipped direct to me. The frame or receiver is considered the firearm in New York State. Everything else is just parts.

In my case, both the receiver and barrel on my CZ 455 carry the same serial number so this was confusing for me.
 
All of the above assumes US jurisdiction only.

US Export rules (ITAR) for barrels come into effect if shipped outside the United States borders. I mention this because rabj123 doesn't list a location. (Although NY State *is* mentioned).

It's common to have multiple serial numbers on a gun. However, the ATF only considers the number on the part they consider to be the gun (usually the reciever) to be the important one, and most states follow the same rule.

I just had a new barrel delivered today for a Ruger 10/22, and I live in NY as well. The only thing that has to go through a FFL is the receiver, because that is where the SN is located. Barrels are no problem, and I've seen several in stock at my local gun shop.
