The 2nd Amendment basically lay dormant for 200 years. When I was in law school, in the 1960's, it wasn't discussed, because it was pretty much considered a dead letter, like the prohibition against quartering troops in private houses. I went ahead and researched the Miller case on my own because I was interested in guns.One other thought regarding this. I can not think of another right that's guaranteed under the Constitution which people need to constantly defend. Take out the right to bear arms and insert the right to free speech, religion, etc. and tell people they need to meet some politician's list of demands before they can exercise those rights, and see what the reaction is.
Controversy about the meaning of the 2nd Amendment is a relatively recent phenomenon.
