NC Senate bill proposes the elimination of handgun permits

I suppose there's a lot of fine print and details missing but I don't think getting rid of permits is good at all (unless I'm misreading this). It's great to be able to carry without a permit but some states with reciprocity require the out-of-state carrier to have a permit from their home state.
 
After passing in both state houses and being vetoed by Governor Cooper. Both houses have overridden the veto and the bill is now law.

In terms of what the bill does, it seems that the opposing news outlets use 'obfuscated' reporting language to to imply that no background checks will be done (by sherrif, but they 'forget' to mention that these are still done at federal level).
For example one outlet says:

But from my understanding :

a) many buyers have CCW, and therefore there were no 'sheriff' involvement in purchases anyways.

b) the paragraph is written to lead a reader to believe that no background checks will be done at the time of purchase. Which is again, not true. As federal checks are done.

The bill also would allow guns on private school campuses when the facilities host church services, and school isn't in session.

Does anybody know what are these additional background ''Sheriff-only' checks that were so effective (examples from other states are fine as well)?
 
Local opposition claims that the Sheriff “knows” the county population and can prevent said known bad actors (those that they have had contact with for various complaints that went uncharged), from obtaining guns. I have met and spoken to all the candidates who were running for sheriff in my county and strongly doubt that they know me, we are far from the days where police officers regularly interacted with the law abiding community and actually did know citizens and their families by name. Further it is being claimed that not all domestic abuse cases are being reported to the national database and that without the local permit system crimes of passion will increase. I have never seen any statistics to support this claim but common sense tells me that in such a scenario a person angry enough to kill would use any object on hand as a weapon rather than pausing the confrontation to run down to the nearest lgs to purchase a pistol, long guns have always been exempt from the permit system requiring only proof of residency and NICS check.
 
According to the deputy sheriff I talked to while applying for these a while back - after getting a request, one of the deputies runs a NICS check, then print out the form for signature.

It seems to me it was a waste of resources, as the FFL can get the same information at the time of sale. And the nominal fee would not cover the overhead of the work, little of it there was, fortunately, most people would get a bunch at one time.

When I lived there, I remember nearly every gun dealer I bought from ran a NICS in addition to taking the permit. I suspect this was largely CYA on the dealers part, but the law was never intended to do what the antis claim it was.
 
The consensus here seems to be that NICS checks will be done so the Sheriffs permit doesn’t matter. That’s true if purchasing from a dealer but not for private sales. Now there will be no check of any kind for handguns purchased from non-dealers.
