need help with pump action shotgun

It's an Ithaca style pump shotgun, the issue is when you pump it to load a shell, all the shells get pushed out.

I see a flat steel piece along the side of the rifle that holds the shell when its being loaded, that apears to flatten out when pumped, does this piece need to be bent outward?

any advice?
