Glocks, XD's, SIG's, are not for everyone especially those with small hands. My wife has small hands and she cannot hold onto them very well. We are probably going to be looking at a Kahr 9 or something close to that.
First off if this is her first handgun I would say stay away from semi-autos. Get her a 2in snubbie in a 38. If it has to be a semi, Kahr comes to mind cause its almost as simple as a revolver.
Well, since you threw out Makarov I'd say it can't hurt to look a little harder for one in the area. Failing that, perhaps a PA-63? It's 9x18, not 9x19, but you did say she liked the Makarov.
The Springfield EMP is out due to costs, but that made me think of the Star Firestar. No personal experience with them, and I have no idea what the grip is like but it can't be that big as a single-stack 9mm, can it? 'Course, that might be harder to find than a Makarov.
