Never owned a scope, literally: age 66. Brand-new PTR-91 (has rail).

My new PTR-91 has the factory-welded upper rail.

First, I love good aperture sights, escpecially the 30/200 setting on the HK/PTR series. No doubt, one day the left eye vision will degrade.

Partly due to the desire to try something beyond 50 yards, I might invest in a Scout Scope (possibly even a typical scope).
A friend has a good "scout" on his Czech Mauser (luckily his B-Square mount prevented any drilling etc).

Is there a Low-power, but economical "scout" which is fairly durable on a semi-auto .308?
*The only desire would be to hit some target at 100 yards (don't need a pricey scope).
........It's too complicated to find a second safety guy/buddy at this club to go beyond 100; if so, would be very seldom.

Other info I have is for the specific rings: "UTG 30 mm Picatinny Rings". A guy "Hansellhd" on AKfiles has a family of HK clones. Each is scoped with the classic, 'non-eye relief'.

I was under the impression the factory welded rail was over the receiver for a standard scope position. It should not need a riser using appropriate rings. Not sure it would have enough forward spacing to allow a scout set up without either adding a cantilever mount or having an extended rail over the handguards. For a 308 rifle just about any riflescope with a set of picatinny rings should be perfectly fine depending on what you find to your taste and shooting style.
 
Given where the rail is on a PTR maybe look at a quality red dot. If you want to go inexpensive but still get quality the Ultradots are very nice. Big and old tech but they keep going and you'll see them on a lot of competition guns as well as heavy recoiling revolvers.
 
the PTR is not a scout setup. You will want a compact scope so it does not interfere with operation of the charging handle. You will want a combination of power and ring height which will eliminate glare issues from the front sight hood. I'd get a 9 power scope on some high or extra high rings.
 
Something like a Bushnell Engage 3-9x40 (available both with and without reticle illumination) and a set of Warne rings would work well. I’ve found the glass in their S. Korean scopes to be nice for the money spent.
 
The challenge here is the rail on the PTR is on the receiver and not far enough forward for a scout mounting. A long eye relief scope will be unusable mounted in a traditional location. Plus whatever optic the OP chooses needs sufficient clearance for the bolt handle so it cannot be too far forward.

The OP asked for a "scout" scope so I guess I was confused by that, sorry. The Burris does have and eye relief of 8.5 to 14 inches. So it is fairly flexible. Not elegant but could he use a cantilever mount to get the scope forward?

A cantilever could work if the scope was offset to the right side or high enough to clear the charging handle. There are ways to rail the forend for a scout style setup but that is not the way it comes from the factory. Any standard sight less than 12 or so inches in length should fit fine, though as others have noted mounting it low may create a shadow from the front sight. Compact low power optics common to ARs might cowitness if someone wanted to go that route. Personally since this is a 308 and the OP seems to be looking at a general short range plinker I would pick something like the 1-6x Strike Eagle with the QD mount, but that may be outside his budget. As a low cost iitem a standard 2-7x32 or 3-9x40 with picatinny rings from any company should be okay so long as it they check clearance on the front bell when mounting it.
