I have seen these recently; any idea where they come from?

IK is Igman Konjic made in Bosnia.

I think TECH is from Maxxtech which I think came from Bosnia also.
 
It’s hard to see in the picture in the OP but the IK brass I found had crimped primers. They were impossible to start a primer without first chamfering the crimp out.

Yes, the IK 21 case looks like it is crimped. It is best to remove the crimp before moving on to other parts of the reloading process.

Over the years, I have gotten a variety of different headstamps with 9x19 cases. I've learned to be a bit more picky with use of odd case headstamps. If I have a little bit of problems, I scrap any cases in the future that I run across. To me, it is not worth struggling making a few odd, problem cases to work.

If they size and load fine, go for it.
 
IK brass is good stuff, rifle brass has always been on the thick side but consistent.

The 50 bmg brass I have has been known to be loaded up to 20 times. 80's ammo is known to be slightly corrosive, if you buy some, clean accordingly.
 
FWIW; I have been running into some odd headstamps lately. I attribute this to ammo shortages and cheap imported ammo being sold/used much more. I also found some "non NATO" brass with primer crimps, but for me cutting out primer crimps is no big deal. Mostly done when inspecting my brass...

I found the IK 21 rather difficult to size/deprime. When the pin hits the primer top it feels like a berdan.
 
The Igman (1K 21) .223 brass has smaller flash holes and can bend some decapping pins (don’t ask me how I know). It would not surprise me if their 9mm case also had similar undersized flash holes. A squirrel daddy decapping pin in a Lee Universal depriming die punches them out and “uniforms” the flash hole.
 
Do these upgraded decapping pins fit in the standard die that comes in Lee Die sets for their turret press or are they for something else?
 
I have reloaded several hundred Igman 9mm. It is good stuff. Reminds me of PPU 9mm brass. Tight pockets and thick brass=good stuff. Best wishes
