This post is timely. I was prowling around in the safe the other day and unwrapped my Bushmaster CAR-15 upper (11.5/5.5) and noticed it has the same marks, and I immediately thought of this thread. The marks on mine aren't quite as bad as yours though. I bought this upper from a private party sight unseen and never even noticed it before.
I guess it's just a matter of how much it bothers you. Usually I'm pretty particular. However, since this is essentially a combat weapon, I'm not too upset over it. Not only that, since I'm not the original owner I doubt Bushmaster would do anything about it.
If the gun in question was a new $2K+ Browning over/under with polished blue that would be a different story.
