Thanks for getting the point.Hmm... Suit? I get mine off a rack with others. I'm sure a number of people could have tried it on before I purchased it. Must be used. Shoes? The truth is that many every day items see some use before purchase. Typically this use is minimal. It doesn't mean that anything with any use at all must be labeled as used.
Unless the gun's firing is part of the manufacturing process it is used. Once it comes to the dealer, if it gets shot, it is used.
Used/new rules on cars differ from state to state. As far as I know, there aren't any legal rules re handguns. However, lets simply consider the ethics - if I am a dealer and really want to try out a gun, can I go shoot it, clean it up nice, and put it back in the case as new? I sure can. I shouldn't.
