New gun sales provisions

I have been extremely busy lately and have not had the opportunity to keep up with the latest on the president's latest interpretation of who can sell a firearm. Can someone tell me if this is indeed in effect and what are the particulars of it. I can't imagine it would be this quickly but who knows these days with the way things are done in Washington.

At one time there was no interpretation of how many guns one could sell and there was other confusion as well.

And there still isn't. Too many is however many a prosecutor can get a jury to agree is too many under a given set of circumstances. They didn't publish a number. The rule is still that if you engage in the buying or selling of guns for profit then you are engaged in the business.

We've had a couple of threads on this, but the summation is there's no change and no clarification on what constitutes "engaged in business" selling guns.
