New Hampshire: Senate to Vote on Constitutional/Permitless Carry Legislation

(Some of us are wondering what the 10th state will be to have permit-less concealed carry. Could it be New Hampshire?)

House Bill 582 was passed a few months ago

HB 582 repeals the license requirement for carrying a concealed pistol or revolver.

Now the bill goes to the Senate for consideration. If you live in New Hampshire, please contact your Senators and have them pass HB 582.

"HB 582, sponsored by state Representative Guy Comtois (R), was introduced in 2015 and carried over to the 2016 legislative session. This bill would repeal the license requirement to carry a concealed pistol or revolver, unless a person is otherwise prohibited. For those who choose to obtain licenses, HB 582 would also increase the length of time in which a license is valid.

In New Hampshire, existing state law recognizes the right of any citizen who can legally own and possess a firearm to carry it openly, either loaded or unloaded, anywhere in the state not prohibited by law. However, if a firearm becomes covered by a coat or if a woman prefers to carry a firearm for protection in her purse, he or she would need a concealed carry handgun license. The proposed legislation would extend permitless open carry to permitless concealed carry, allowing law-abiding gun owners to protect themselves and their loved ones in the manner that best suits their needs.

We have an update to this story from Brietbart dated yesterday, May 8 2016 by Awr Hawkins.

The article said that the NH Senate approved the bill 14-10. From what gathered from the article, I assume that it would it will go to the Governor next. Last year a similar bill was vetoed by the Governor according to the article. Nothing was mentioned if there could be an veto override if the Governor vetos it again.

Anyway, thought you would like to know of the progress. If I hear of anything more on this bill, I'll update it unless someone else posts it first.

Hope they get it. We've had it in Maine now for seven months and all is just fine and dandy. I've pointed this out to a few coworkers who thought there would be "blood in the streets". Everybody's good.

I wish my state of Florida would allow this, instead of a new law outlawing punishment for cohabitation of the sexes. It wouldn't be a victory, it would be allowing citizens to enjoy our rights.
 
I let my NH non-resident permit expire after they raised the price to $100. Open carry is still an option, and I've never had a problem doing so in the White Mountains region.

The text of the bill doesn't explicitly state that non-resident permits will be dropped too, but it does mention under the fiscal impact statement that up to $900K would be lost from non-resident permits, which seems to imply such.
 
From what I've been reading on another gun forum, if the Governor vetoes it again, there are not enough votes for an override.

Hopefully, this will turn out to be incorrect and we get our 10th permit less state.

Given that their other major neighbor has never required a permit and has the lowest violent crime rate in the country, that's a pretty small hope.
 
I can't imagine Hassan ever signing it in. I've lost track as to how many bills for permitless carry have been introduced and made it to the governors desk. I believe Hassan said at one point 'New Hampshire doesn't know what it wants' on the subject of permitless carry but I can't find a source to back that up right now. It's only a matter of time before it finally gets signed into law. Too many mass transplants are ruining what makes NH great.
 
There is an update to this story. And as some suspected, the governor vetoed it. Maybe NH can try again next year?

It is frustrating. Book-ended by 2 permit less carry states and one person nixes the will of the large majority. As they used to say in Brooklyn, there is always next year.
