If your going to cut the barrel of and AXIS or other rifle don't get the 30-06. A 308 would be a better selection with an 18" barrel seems about right to me.
 
How so? .30-06 will allow more powder, to make up for that barrel loss.

Precisely, more unburnt powder bellowing out of the short barrel seems like a waste to me. If I'm not mistaken 24" is optimal bbl length for 30-06 and 308 is typically around 22". Both will suffer with a shorter bbl but the 30-06 will suffer more.
 
Have you thought about the Single Shot Rifles like the CVA Scout? Those are very compact rifles. The 20 inch barrel compact versions are shorter than most 18" bolt guns.

This is why I'd go 308 instead of 30-06. The 30-06 works best between 22"-24". A 308 will do just about anything from an 18-20" barrel that a 30-06 will do at the same length, but with less recoil, muzzle blast, and you can choose a lighter short action rifle.

Sure the 06 may have a more FPS but I think the trade off isn't worth it...YMMV.
