Small magnum primers make little difference with relativly fast and easy to ignite powders. Titegroup, Red Dot, Bullseye, HP38 etc. I would also place Universal into that group. But since it is a little slower do stay away from maximum loads.
I did a test with .40 a while back and Bullseye powder with and without small magnum primers. There was no difference in max velocity and only a small difference on the lower side of the deviation. I even used small rifle primers when I was out of the others [gotta shoot!] No problems and no signs of pressure spikess.
Small magnum primers were designed to ignite large amounts or hard to ignite powders. .357mag with H110 for example.
