New VA gun laws; one you might not have noticed and a question

Most Virgina carriers should now be aware that concealed carry in establishments which sell alcohol is now legal provided you don't drink, but since I haven't seen it on the forum yet I wanted to mention one that hasn't seen any media attention.

[Except as provided in subsection J1, this section shall not apply to:]
10. Any person who may lawfully possess a firearm and is carrying a handgun while in a personal, private motor vehicle or vessel and such handgun is secured in a container or compartment in the vehicle or vessel.

This new law won't make much of a difference to those who are already CHP holders, but for people like me who are between the ages of 18 and 21, it effectively makes off-body concealed carry legal within one's vehicle (or boat, if you're so inclined). This also absolves you from other concealed carry regulation, meaning if your handgun stays in a container or compartment of your car, it's now legal for it to be concealed on k-12 school property so long as it stays in its container before you go onto and after you come off of the school property.

This is really nice for the 18-21 crowd, because we don't have to leave our handguns out and in the open when we go into wal-mart, or unload it and lock it in a box out of reach.


Now a question: There's clear regulation on drinking with a concealed handgun. It's illegal to be "under the influence" (very loosely defined in the code) with a concealed weapon on your person... but I can't find anything regulating open carry. This is hypothetical, but does that mean that if you're gun is open carried (or in your glove box under the new law), you can be drunker'n all get out and still legally safe as far as the firearm is concerned? DUI, drunk in public, etc. notwithstanding, I'm looking for strictly firearm violations here.
