The only time when there might be a rational basis would be when a woman is lactating. I don't think that breast milk is a health hazard, but that MIGHT be an arguable "rational basis."

Ironically, though... Most states do not ban breastfeeding in a public place. Social norms certainly encourage women to cover up when breastfeeding -- which by the way would still be the case across the board if women weren't jailed for not wearing a shirt.

It's generally not illegal to walk around in a thong bathing suit. However, except at a beach or similar place, it's not commonly done by either women or men.

Note that we're not talking about what you might like; we're talking about what someone can be JAILED for.

Ok, so to understand this correctly if I carry my black powder handgun in the open I will be fine as long as I have the nipples covered?

I have been to nudy places before and it doesn't bother me at all, It's legal at the beach in Ontario and some do, some don't. The problem is when it turns into a spectator sport, every looks and thats fine, it's the people that stare that usually cause the problems.
