ANYONE can mail rifles or shotguns via the USPS. Only licensed dealers and manufacturers can mail firearms OTHER THAN rifles and shotguns. USPS does not use the term "FFL"......only "licensed dealer" and "licensed manufacturer".

Collectors of Curios & Relics hold an 03FFL but cannot mail or receive by mail firearms other rifles or shotguns.
 
Long guns can be mailed via USPS. No handguns

Fed Ex will only ship to a licensed dealer, manufacturer or importer.

UPS will still ship to an individual, the current wording of the "terms of service" not withstanding.

Handguns most certainly ARE mailable :banghead:
Licensed dealers and manufacturers mail handguns every day.......it's often cheaper to have your local dealer MAIL the handgun for you, rather than shipping the gun UPS Next Day or FedEx Overnight.

Typically the cost is less than half of what UPS/FedEx charge.
