I do quite a bit of box-opening at work, and find than a smartly-applied pen tip does the job about as well as my CRKT on most things.

Though I echo the idea that since you've got a perfectly valid NEED for a cutting tool, you could try talking to the "powers that be" to see what you can manage to accomplish that way. Then if that fails, you can just improvise and make do under the rules.
