Non-resident CCW in Maine?

Here's my situation, plain and simple:

- I want to CCW

- I live in Missouri (which requires you to be 23+ for CCW, but honors non-resident Maine CCW licenses)

- I'm under the age of 21

- Maine gives out non-resident CCW licenses and only requires you to be 18, and you can get your license through the mail


My question: Is there any reason I can't get a non-resident CCW permit through Maine without having any sort of current CCW license, so long as I have proof of passing the gun training/safety classes and am over the age of 18?

Any help or insite would be appreciated, as the internet resources are sort of blurry on this situation. Thanks. :)
 
You would be correct. Maine is one of the states that will issue you a license without a permit from any other state. Florida, Virginia, Iowa, Minnesota, South and North Dakota, Arizona, Utah, Nevada, Maryland (may issue), New Jersey (may issue law, no permits to regular folk), Washington State and Oregon (if you reside in a border state) allows you to acquire a carry permit without needing a home state or other state license.
 
Does Missouri law state that you have to be 23 to carry a concealed weapon or you have to be 23 to apply for a permit?

There's a big difference between the two. If you can't CCW under the age of 23 in MO, no matter whose permit you have, you're breaking the law.

I would research the Missouri laws (ALL of them pertaining to concealed carry) very carefully. In general, although reciprocity or recognition means that you can use a Maine license in Missouri in lieu of a Missouri license (unless Missouri law only recognizes resident permits/licenses from other states), once in Missouri anything pertaining to the way you carry falls under Missouri law. For example, you will be subject to Missouri's list of places you can't carry rather than Maine's list.

More importantly, if there's anything in Missouri law pertaining to age you should get it reviewed by an attorney to ensure (to whatever degree that's possible short of a court ruling) that an out-of-state license will be valid if held by someone younger than the age specified in Missouri law.

Be sure you have a copy of your birth certificate --- Maine requires that you submit it with the application.
