Hey everyone I have a question about non-resident ccw permits. Does one have to have a resident permit in order to get a non-resident permit for somewhere else?

For example, I am currently in Texas but will most likely be moving to Kansas in less than a year. My current neighborhood is kind of bad and only getting worse. I would like to get my carry permit since I work nights and am out late.

Since I cant afford to get my Texas permit just to turn around and have to get my Kansas permit in 6 months I was wondering if I could a non-resident permit for Utah, Arizona, or Florida and just use that until I can get a resident permit for Kansas.

Yes you can. In fact I keep a Florida permit just in case. Occasionally the Texas renewal process has taken longer than it's supposed to and I've been left without a valid Texas permit. But, I had a Florida permit that was good so no problem.

There has been talk of legislation fixing this supposed "loophole" but for the moment it is perfectly legal to do.

Just check your laws, many times a non-resident permit is more restricted than a resident permit.

Can you give an example of that? I've never heard of that anywhere. Just curious.

You may also want to check into how a non resident permit affects reciprocity. Here in Michigan, we will only recognize a CCW permit if you are also a resident of that state. So, a FL permit is useless unless you have the FL drivers license to go with it.

You also need to check your state's laws to see if it is legal for a resident to legally carry conceal with a non-resident permit from another state.

For example...
In NV, it is not legal for a NV resident to carry concealed with a non-resident CCW permit from another state that is honored by NV.
NV residents must have a NV CCW permit in order to legally conceal carry in NV.

Thanks for all the replies. Ive been checking Handgunlaw.us and I found this pertaining to non-resident permits.

"Colorado, Florida, Michigan, New Hampshire, South Carolina and Maine only honor permits from the residents of the states whose permits they honor. All other states that honor permits of different states will also honor their non resident issued permits"

If I am understanding this correctly it means that I cannot carry in the listed states since I am not actually a resident of Florida, Arizona, or Utah but I can everywhere else that honors a Florida, Arizona, or Utah permit.

I also have a follow up question since its looking like I will be able to get and carry using a non-resident permit. Which would be the easiest to obtain? It looks like Florida but I thought I would ask to make sure.

Utah and Florida are the most popular non resident permits. However Florida does not honor non-resident permits unless the permit holder is a resident of the state in which the permit was issued.

Furthermore there is legislation currently making it's way through the Utah legislature that will require non resident Utah applicants to hold a permit from their home state when applying for a Utah permit unless their home state doesn't recognize Utah permits or doesn't have reciprocity with Utah.

Once this is enacted Florida will become the best bang for the buck but if you live in a place like California either Utah or Florida will be good for carry in most states. Except for California and Florida of course. Are we confused yet?

That varies, too. PA won't issue a non-res without a copy of your home state permit (if they issue). Utah and Virginia (just to name a few) don't require that.

I'm sort of in the same situation as BWaewick; my Alabama CCW is not honored in Virginia so today I ordered the Florida application online and arranged for training at a local range in order to satisfy the requirement in order to get my Florida Non-Resident's CCW.

Louisiana has recently passed legislation so that Louisiana residents may
not use out of state permits in Louisiana; if you live here, you need our permit. I think that this is a trend that you will see continue in the future.

That means you have to have a permit from your state of residence (assuming it is honored in the other states listed) to carry in the listed states. Funny how FL issues so many non-resident permits but doesn't honor them.

BWarwick...one big error....Illinios doesn't recognize any state's permit. Don't even have our own. Stay away from here if you want to carry. Wish it would change but with Chicago and Quinn I don't see it happening soon.

The limits now starting on non-residence permits appear to be in response to the large number of people getting things like Utah non-resident permits and using them in every state Utah has reciprocity with.

Some of the state legislatures apparently are still not really comfortable with concealed carry.

Just remember that if you are using training like an NRA class to apply for the Florida permit, they require live fire. That can add to the cost.

Utah's permit does not require live fire at all.

I took ProShooter's class to get my Utah non-res permit. But I live in the People's Republic of Maryland, so I still can't carry unless I leave the state.
